UPDATE ON RATE CASES AT CALIFORNIA PUBLIC UTILITIES COMMISSION

Over the last six months, CAL-SLA has been very successful at the California Public Utilities Commission.

In August 2003, Southern California Edison’s electric rates for street lighting declined by $15 million, or 15.6%. This was due to a $1.25 billion revenue decrease. CAL-SLA was able to successfully negotiate a rate reduction.

In January 2004, Pacific Gas & Electric has proposed to reduce electric rates due to bankruptcy settlement. For street lighting the rate decrease would be $10 million, or 14.9%, assuming a total revenue reduction of $815 million. We anticipate CPUC approval in February and the new, lower rates are expected go into effect on March 1, 2004.

More work by CAL-SLA remains to be done. CAL-SLA will be actively involved in the general rate cases for both SCE and PG&E. These two rate cases will set new electric rates, including those for traffic signals and street
lights.
